Dealing with MSW in China

Dealing with rising levels of waste has become a key challenge for China’s regional and municipal governments. Traditionally, Chinese cities have relied on landfill, of varying degrees of sophistication. However, the rapid growth in size and wealth of Chinese cities in the past two decades has left these facilities unable to cope with rising levels of urban waste. The problem has been most acute in the major industrial areas on or near the eastern coast, such as Beijing, Shanghai, Guangzhou or Shenzhen, the latter being created virtually from scratch in the 1990s. However, growth is also now rapid in many cities further west.
Municipal authorities have therefore tended to need a ‘quick fix’ for the problem of rising waste levels. Expanding landfill is often not popular and sometimes not possible in cities such as Chongqing where space is at a premium. Incineration of waste has therefore tended to be the preferred option. In the past two decades, some of the largest WtE facilities in the world have been planned and built in China, with many more on the way. WtE also has the advantage of contributing to cities’ ever-rising power consumption requirements.
The process has not always been smooth; popular opposition to waste plants has on occasion proved politically powerful. Beijing, for example, has struggled to build all its planned facilities, and dumping around the edges of the city remains common. COVID-19 has of course delayed and disrupted many plans, not least those involving overseas input.
Yet, the actual and potential size of the Chinese WtE sector remains vast. Since 2013, AcuComm has tracked nearly 300 WtE plant investments across China, worth an estimated US$23.6 billion. Many are large and comprise multiple waste lines. The largest is perhaps the Shanghai Laogang facility, which has capacity for 6,000 tonnes of municipal waste per day following a major expansion in 2019. The work was undertaken by a mixture of firms from China, Japan and Germany.
