On 23rd September 2015, Northacre Renewable Energy, part of the Hills Group, received planning permission from Wiltshire County Council to build a gasification plant on 6.6 acres of open land between Hills Waste Solutions’ existing Northacre Resource Recovery Centre (RRC; see Project 240) and Arla Foods Westbury Dairies at Stephenson Road, Northacre Industrial Park, Westbury.
The planning application was submitted in December 2014 and under the terms of the approval, construction must start by September 2020. Construction is expected to take three years to complete.
The Northacre Renewable Energy plant will produce renewable energy in the form of electricity and potentially heat, making it a sustainable solution for dealing with local waste whilst powering local businesses. Discussions with local businesses interested in being supplied with local heat and power from Northacre Renewable Energy are ongoing.
Up to 25.5 MW of power will be generated using 160,000 tonnes of solid recovered fuel (SRF) per annum, made at the neighbouring Northacre RRC, blended with waste from commercial and industrial outlets local to the facility. Currently the SRF from Northacre RRC is transported by road to port and shipped to energy facilities located in Germany and Holland because there is no local energy centre in Wiltshire.
The facility will use gasification technology to generate electricity and the potential for heat making it an energy efficient system. On 17th October 2014, Chinook Sciences announced that it has been selected by Hills as the technology partner for the gasification plant.
A substation will be constructed on-site to enable the electricity produced to be exported to the National Grid, together with possible private underground connections to local businesses.
In August 2015, the public consultation period for the planning application was concluded. The Wiltshire County Council planning committee approved the application on 23rd September. Amberley Consultants acted on behalf of Northacre Renewable Energy for the preparation and submission of the planning application.
In October 2017, Wiltshire Council launched a Wiltshire Waste Strategy Public Consultation, designed to help shape its ten-year strategy, with the Westbury facility being a key component. The consultation period closed on 14th November.
In December 2017, the Hills Group revealed that it plans to apply for amendments to the planning approval which would see:
The changes have resulted from negotiations between Hills and its engineering procurement and construction contractor and emerging guidance from the Environment Agency on ‘Best Available Technique’ (BAT) for minimising emissions and impacts on the environment.
Northacre Renewable Energy intends to apply for an environmental permit from the Environment Agency in the second quarter of 2018. Construction is expected to start in autumn 2018.
